Swimming

We took Henry out swimming and he was VERY excited to go, but he really doesn't like to swim. What he likes to do is splash at the waters edge. He had a great time playing with the stick and stomping his feet and that's really all that matters, but I don't understand why he doesn't like the water. Pete tried to take him in and he freaked out. So, the life jacket we have is a bit overkill since he stays in water that is only ankle deep.
